You can't join a player who is inside an instance. What you have to do is both be standing on same map outside, then one enters and the other gets a popup to join him. But sometimes even that gets thrown a wobbly by a connection thingy.

You can join a Q but its easier to just make a party with them and then meet up when you go into an instance. "I'm not doing it because all the cool kids are doing it, I'm doing it because I'm a cool kid."
